Capitol Counsel LLC just hired that Jeff Carroll, the staff director on the House Energy and Commerce Committee, as a partner. His addition expands the firm’s Democratic policy and political capabilities.
A legislative expert, Carroll spent almost three decades in Congress having worked as a long-term staffer to U.S. Representative and Energy and Commerce Chair Frank Pallone Jr. (D-NJ, 6). Before becoming the staff director for the House Energy and Commerce Committee, Carroll served as Pallone’s chief of staff. During his time in Congress, Carroll advised Democratic House Members on congressional policy areas such as healthcare, climate, commerce, telecommunications, and energy issues.
Carroll’s healthcare expertise is a boon for Capitol Counsel because the firm heavily lobbies on health and Medicare/Medicaid issues. Clients like the American Health Care Association and Amgen Inc. will benefit from his expertise. Carroll’s experience in matters of energy and climate would also support clients like the Edison Electric Institute and Lockheed Martin Corp. The addition of Carroll follows recent additions such as Jon Kott, the former senior advisor to Senator Chris Coons; former communications director for Sen. Joe Manchin, Mac Campbell, who was previously general counsel to the Senate Finance Committee and an Assistant U.S. Trade Representative for Congressional Affairs under President Obama; and Monique Frazier, who served as a senior vice president of Federal Government Relations for HSBC, and was the legislative director and interim chief of staff for Rep. Mike Ross.
Capitol Counsel’s continuing expansion also includes former Sen. Pat Roberts, who arrived in February.
